Program Background:

On 24 Dec 2011, the Kingdom of Saudi Arabia signed a $29.4B agreement with the U.S. Government to purchase 84 new Boeing F-15 fighters, to modernize 70 existing Saudi aircraft, and to provide munitions, spare parts, training, maintenance, and logistics. The foundation for the success of this foreign military sale is English language training for Royal Saudi Air Force (RSAF) personnel.

Over a contracted period of time starting in 2011, approximately 5500 RSAF cadets are projected to receive English language training (ELT) in support of this purchase (known as the F-15SA Fleet Modernization Program). These cadets must learn English in a timely manner in order to support follow-on training at USAF technical training locations across AETC.


  • Project Manager for Phase I of the English Language and Military Acculturation portion of a $29.6 billion-dollar Saudi F-15SA Fleet Modernization Recruit House and Train (RH&T) Program providing 5,500 TSI Cadets a English as a Second Language (ESL) and a military-based structured environment at DLIELC.
  • Recruited, Lead, managed, and trained 50 contract professional service staff members in four separate contracts worth over $8 million dollars during FY 13 period of performance (POP) at DLIELC.
  • Applied and managed Federal Contracting business practices creating and briefing monthly Program Management Reviews (PMR) for the Commander DLIELC, Saudi CLO, Contracting Officer Representative (COR), the General Services Administration (GSA) Representations during FY 13-15.
  • Responsible for DLIELC programs budget, monthly financials, and project schedule, on RSAF project. All contract projects were executed under budget, all contract deliverables were executed ahead of scheduling criteria which exceeded the COR’s expectations outlined in the Performance Based Statement of Work (PBSOW).
  • Performed the duties of capture management for the Business Development Division in preparing the winning proposal for the Air Force Security Assistance and Training (AFSAT) contract for the RSAF TSI ELT Program worth $28 million dollars.
  • Developed hiring criteria to interview, select, hire, and train the RSAF MTI ELT Program Cadre consisting of 31 employees ready for Initial Operation Capability within 30 days of contract award.
  • Responsible to task organize the project into 4 functional areas of operation, a Project Management, Operations, Support, and International Student Services functions. Each function had specialized hiring criteria such as, qualified military training instructors, military training technicians, country specific program manages, ESL Instructors, supply and administrative staff. 96% of Cadre employees stayed for the duration of the POP.
  • Mastered the stakeholder management process skillfully navigating a diverse team consisting of Joint Military, Saudi Coalition, Multi Echeloned Staff (IOS, DLIELC, AETC IA, AFSAT, AF/A1) and Contractors nested into a “One Team” focus on preparing TSI Cadets for mission success of ELT in preparation for follow on training.
  • Executed project quality management in the development, production and execution of critical project source documents such as the Plan of Instruction (POI), Concept of Operations (CONOPS), MTI and Cadet Handbook. These source documents created the foundation of the projects standard operating procedures.
  • Reported performance through a detailed reporting process consisting of a Daily Accountability and Discipline Report, Weekly Academic Report, Weekly Situation Report, Monthly Program Management Review and a Quarterly Operations Update to the Government and Contract leadership.
