Project Overview

The U.S. Army War College (USAWC) is the culmination of the Army’s formal officer professional military education. In support of the War College’s mission, the Strategic Studies Institute (SSI) and USAWC Press acts as the U.S. Army’s research organization for the analysis of national security policy and military strategy.

The JAS contract provides support to the SSI in two primary focus areas:

1.) Development and execution of an annual research and publications agenda
2.) Coordination of projects supporting the annual research and publications agenda


  • Develop the War College Annual Research Plan and Publication Agenda, as well as any other supporting documents necessary for executing them, based on criteria determined by the USAWC Provost and SSI leadership
  • Provided coordination support for the execution of the seven IRPs to be conducted by USAWC Faculty and Resident Students during the period of performance;
  • Conduct research and analysis with major Army and Joint commands to support the development of the U.S. Army’s Key Strategic Issues List (KSIL);
  • Coordinated administrative requirements with research partners and sponsors from within U.S. Army, DoD and U.S. Government organizations, NATO and other Allies, as well as major security-focused think-tanks in support of the War College Annual Research Plan and Publication Agenda and supporting projects;
  • Coordinate administrative requirements for the USAWC’s participation in the Army Study Program;
  • Provide administrative support to the USAWC’s IRP program, to include the development of the annual list of IRP candidates;
